Conditions for the obtaining of an authorisation to perform aerial works

In order to obtain the authorisation to perform aerial works, the following condition must be met:

  • relevant qualification and professional experience.

The relevant qualification and professional experience means:

  1. in the case of persons responsible for air operations:
    - university education in the relevant field or in technical fields and professional experience of three years in aviation; or
    - university education of any type and professional experience of six years in air operations;
    - secondary education in the field of transport and professional experience of six years in air operations; or
    - secondary education of any type and professional experience of nine years in air operations; or
    - at the minimum – secondary education and commercial pilot licence or transport pilot licence and professional experience of at least three years.
  2. in the case of persons responsible for maintenance systems
    - university education in technical fields and professional experience of at least three years in the maintenance of aircraft; or
    - secondary education in technical fields and professional experience of at least six years in the maintenance of aircraft; or
    - at the minimum – secondary education, aircraft maintenance licence and professional experience of at least three years as the holder of such licence.

Additional information on the performance of aerial works

Aerial works means aviation activities performed for consideration in agriculture, forestry and water management, civil engineering, healthcare, advertisements, photography, surveying as well as sightseeing flights, etc. Aerial works may be performed only with an authorisation issued by the aviation authority In the authorisation, the aviation authority will determine the scope and conditions for the performance of aerial works.

Fees for the issuance of an authorisation to perform aerial works

Issuance of an authorisation to perform aerial works for consideration and the conduct of other types of business in civil aviation:

  1. first issuance .....................................€331.50 
  2. extension of validity ...........................€165.50 
  3. amendments or supplements ..............€99.50

The fee may be paid:

  1. in the form of a stamp tax with the prescribed nominal value, paid to the relevant administrative authority;
  2. in the form of a cash payment to the relevant administrative authority;
  3. by a postal cheque to the bank account of the relevant administrative authority, or
  4. by a wire transfer from a bank account.

Where relevant operations and proceedings are carried out on the basis of an application sent by electronic means and signed with an electronic signature, the fee is reduced to 50% of the amount of the fee prescribed in the schedule of fees (up to €70 at the most).
Note: Applicants may pay the administrative fee using any of the aforementioned methods, but any payments made by electronic means in the form of a wire transfer from a bank account are only deemed paid when debited from the applicant’s account. (A payment confirmation does not have to be annexed to an electronic application for authorisation.)

Conditions for the obtaining of an authorisation to perform aerial works

In order to obtain the authorisation to perform aerial works, an application for the authorisation to perform aerial works must be filled in and annexed with the following:

In the case of natural persons:

  1. the roster of flight crew and other operational staff structured by category, data on flight hours and types of aircraft;
  2. the roster of other flight crew with data concerning the competence of its individual members;
  3. a scheme of organisational integration of the aerial works in the applicant’s establishment;
  4. quality management system;
  5. organisation of maintenance management;
  6. aircraft maintenance and reliability programme;
  7. aircraft maintenance log;
  8. technical specification of maintenance contracts (if signed)
  9. copies of airworthiness certificates of an aircraft;
  10. a copy of a document or an extract from the document demonstrating the acquisition of an aircraft for the performance of aerial works;
  11. third party liability insurance for damages caused by operation of an aircraft (if signed).

Legal persons:

  1. authenticated copies concerning the legal form and related documents; 
  2. a document or an authenticated copy of the relevant documents of legal persons, i.e., a statement from the Business Register, articles of association, the statutes, organisational rules;  
  3. documents or authenticated copies of the organisational structure;    
  4. the roster of flight crew and other operational staff structured by category, data on flight hours and types of aircraft;
  5. the roster of other flight crew with data concerning the competence of its individual members;
  6. a scheme of organisational integration of the aerial works in the applicant’s establishment;
  7. quality management system;
  8. organisation of maintenance management;
  9. aircraft maintenance and reliability programme;
  10. aircraft maintenance log;
  11. technical specification of maintenance contracts (if signed);
  12. copies of airworthiness certificates of an aircraft;
  13. a copy of a document or an extract from the document demonstrating the acquisition of an aircraft for the performance of aerial works;
  14. third party liability insurance for damages caused by aircraft operation (if signed).
