Štatút časopisu Slovenská archivistika

Článok I.

Úvodné ustanovenia

Slovenská archivistika je recenzovaným vedeckým periodikom, ktorého vydavateľmi sú odbor archívov a registratúr sekcie verejnej správy Ministerstva vnútra Slovenskej republiky, Križkova 7, 811 04 Bratislava, a Ministerstvo vnútra Slovenskej republiky, Slovenský národný archív, Drotárska cesta 42, 840 05 Bratislava. Založená bola v roku 1966 ako jediný vedecký časopis zameraný na archívnictvo a pomocné vedy historické na Slovensku. Časopis je vydávaný dvakrát ročne, v júni a v decembri, v elektronickej a v tlačenej podobe. Na Ministerstve kultúry SR je časopis evidovaný pod evidenčným číslo EV 140/08 a má pridelenéISSN  0231-6722.

Článok II.

Úlohy, zameranie a obsah

  1. Slovenská archivistika (ďalej len „časopis“) uverejňuje príspevky z oblasti archívnictva a pomocných vied historických.
  2. Hlavným poslaním časopisu je rozvoj slovenskej archívnej vedy, pomocných vied historických a príbuzných odborov. Časopis zohráva funkciu kolektívneho informátora vo vedeckých a odborných otázkach slovenskej archivistiky. Zároveň je zdrojom informácií pre osoby využívajúce archívne dedičstvo Slovenskej republiky.
  3.  Obsah časopisu tvoria rubriky Štúdie a články, Materiály, Diskusia, Predpisy, Literatúra (s podrubrikami Recenzie a referáty Bibliografický prehľad zahraničných archívnych periodík), Správy a Kronika. Zaradenie všetkých uvedených rubrík, okrem rubriky Štúdie a články, do každého čísla časopisu nie je povinné.
  4. Obsah rubriky Štúdie a články tvoria pôvodné, prv nepublikované texty, ktorých súčasťou je poznámkový aparát a cudzojazyčné resumé a abstrakt, a ich obsah sa týka: a) archívnictva (t. j. archívnej teórie, archívnej praxe, archívnej techniky, archívnej terminológie, archívneho práva, dejín archívov a archívnej organizácie, rozborov archívnych fondov a zbierok a ich častí); b) hodnotenia písomností, predarchívnej starostlivosti a správy registratúry; c) pomocných vied historických; d) dejín správy; e) ochrany archívnych dokumentov.
  5. Obsah rubriky Materiály tvoria edície doposiaľ nepublikovaných písomných prameňov, ktorých súčasťou je úvodná štúdia, samotná edícia s poznámkovým aparátom a cudzojazyčný abstrakt. Súčasťou príspevku môžu byť tiež registre. Rozsah príspevku zodpovedá obvyklému rozsahu časopiseckej štúdie.
  6. Obsah rubriky Diskusia tvoria príspevky týkajúce sa aktuálneho diania v odbore archívnictvo a v príbuzných odboroch alebo reakcie na už publikované štúdie a články.
  7.  Obsah rubriky Predpisy tvoria komentáre k právnym alebo metodickým predpisom z oblasti archívnictva a príbuzných odborov.
  8.  Obsah rubriky Literatúra tvoria: a) v podrubrike Recenzie a referáty príspevky venované samostatným titulom (tlačou alebo elektronicky vydané analytické a syntetické archívne pomôcky, monografie, pramenné edície, zborníky, ročenky a pod.) alebo výnimočne aj jednotlivým štúdiám alebo kapitolám, ktoré majú osobitný význam pre archívnictvo alebo príbuzné odbory; b) v podrubrike Bibliografický prehľad zahraničných archívnych periodík príspevky prinášajúce bibliografiu archívnych periodík v systematickej forme.
  9. Obsah rubriky Správy tvoria príspevky o činnosti a stave domácich archívov, o štúdiu a odbornej príprave v odbore archívnictvo a príbuzných odboroch, o slovacikách uložených v zahraničných pamäťových inštitúciách, príp. o výnimočných archívnych dokumentoch uložených v slovenských pamäťových inštitúciách.
  10.  Obsah rubriky Kronika tvoria príspevky o uskutočnených udalostiach (celoslovenské a zahraničné konferencie a príbuzné podujatia, zasadnutia, porady a pod.) a príspevky o osobách (jubileá od 65 rokov veku, nekrológy, vyznamenania a pod.).
  11. Ostatné náležitosti príspevkov upravia samostatne vydané Pokyny pre autorov.

Článok III.

Redakčný aparát

  1. Redakčný aparát časopisu tvorí hlavný redaktor, výkonná redakcia a redakčná rada. Výkonnú redakciu tvorí výkonný redaktor, tajomník, jazykový a technický redaktor.
  2. Hlavný redaktor zodpovedá za odbornú úroveň periodika, riadi prácu redakčnej rady, zodpovedá za obsah časopisu, za prípravu jednotlivých čísiel pre vydanie a tlač, za propagáciu a odbyt periodika, zabezpečuje výmenu periodika a obstaráva prísun domácej a zahraničnej literatúry pre recenzie, referáty a pre bibliografiu zahraničných archívnych periodík. Hlavný redaktor menuje a odvoláva členov redakčného aparátu a vedie zasadnutia redakčnej rady časopisu. Hlavným redaktorom je aktuálny riaditeľ odboru archívov a registratúr sekcie verejnej správy Ministerstva vnútra Slovenskej republiky. Hlavný redaktor môže výkonom niektorých svojich úloh poveriť výkonného redaktora.
  3. Výkonný redaktor ako prvý lektor číta a posudzuje rukopisy všetkých článkov a príspevkov a dáva pokyny pre zvyšných členov výkonnej redakcie, usmerňuje nábor príspevkov a v súčinnosti s hlavným redaktorom zodpovedá za propagáciu periodika a plní ďalšie úlohy podľa pokynov hlavného redaktora.
  4. Tajomník redakcie vedie agendu výkonnej redakcie a redakčnej rady, podieľa sa na organizovaní náboru príspevkov pre časopis, zaobstaráva recenzné posudky a preklady pre cudzojazyčné súhrny, organizuje konzultácie s autormi a lektormi.
  5. Jazykový a technický redaktor vykonáva jazykovú a technickú korektúru príspevkov, úpravu čistopisov pre vydanie, zostavuje text tiráže a obsahu. Úlohou jazykového a technického redaktora môže byť poverených aj viac osôb súčasne.
  6. Redakčná rada je poradným orgánom vydavateľa pre odborné otázky, vypomáha pri nábore príspevkov a dáva odporúčania na zlepšenie vecnej a obsahovej úrovne časopisu. Redakčná rada má 14 členov vrátane hlavného redaktora a tvoria ju domáci a zahraniční odborníci z odboru archívnictvo, pomocné vedy historické a z príbuzných odborov. Redakčná rada sa schádza najmenej štyrikrát ročne. Členstvo v rade je čestná funkcia a je nezastupiteľné. Predsedom redakčnej rady je hlavný redaktor, ktorý môže vedením schôdzí poveriť výkonného redaktora. Redakčná rada určuje recenzentov na príspevky ponúknuté časopisu. Redakčná rada môže na základe odborného recenzného posúdenia nesúhlasiť s obsahom alebo formou príspevku alebo jeho časti. Pri nejednotnom stanovisku členov rady môže dať predsedajúci hlasovať o sporných veciach. Redakčná rada garantuje dodržiavanie všeobecne platných etických zásad a akademických zvyklostí, prísne dodržiava anonymitu recenzentov. Odporúčania redakčnej rady sú pre autorov záväzné.
  7. Členstvo v redakčnom aparáte časopisu zaniká odvolaním člena, úmrtím člena alebo vzdaním sa funkcie, v prípade hlavného redaktora ukončením výkonu funkcie riaditeľa odboru archívov a registratúr sekcie verejnej správy Ministerstva vnútra Slovenskej republiky.

Článok IV.

Práva autorov

  1. Autori príspevkov zaradených do rubrík Štúdie a články aMateriály majú nárok na autorskú odmenu (honorár) podľa osobitného nariadenia.
  2.  Autori príspevkov zaradených do rubrík Štúdie a články, Materiály Diskusia majú nárok na jeden výtlačok čísla časopisu, v ktorom je uverejnený ich príspevok.

Článok V.

Recenzné konanie

  1. Ak výkonná redakcia časopisu rozhodne o možnosti publikovať štúdiu, poskytne jej text redakčnej rade a následne na základe jej rozhodnutia minimálne dvom vybraným odborníkom určeným za recenzentov.
  2. Príspevky do rubriky Štúdie a články a Materiály prechádzajú anonymným recenzným konaním minimálne dvoch recenzentov. Bez osobitného recenzného konania môžu byť publikované príspevky do ostatných rubrík, ale v sporných prípadoch môže byť navrhnuté recenzné konanie aj pre príspevok určený do niektorej z týchto rubrík.
  3. Recenzenti vypracujú písomné posudky, v ktorých sa vyjadria ku kvalite, originalite a prínosu príspevku a jednoznačne uvedú, či príspevok odporúčajú prijať na publikovanie, príspevok odporúčajú prijať s drobnými úpravami, príspevok odporúčajú publikovať až po zásadnejších úpravách, príspevok odporúčajú prepracovať a následne posúdiť jeho publikovanie alebo príspevok neodporúčajú publikovať. Recenzné posudky sa poskytujú výlučne členom výkonnej redakcie, členom redakčnej rady a autorom.
  4. Recenzné konanie je prísne obojstranne anonymné (double blind peer review), tzn. autorom nie sú známe mená  recenzentov a recenzentom nie sú známe mená autorov.

Článok VI.

Záverečné ustanovenia

  1. Zmeny v tomto štatúte prerokúva a schvaľuje redakčná rada.
  2. Vydaním tohto Štatútu časopisu Slovenská archivistika sa zrušujú a nahrádzajú všetky predošlé predpisy týkajúce sa vydávania časopisu.
  3. Štatút časopisu Slovenská archivistika nadobúda účinnosť od 1. júna 2021.

Statute of the Journal Slovenská Archivistika

Article I

Preamble

Slovenská archivistika is a peer reviewed academic journal, published by the Archives and Filing Department Office of the Public Administration Section of the Ministry of Interior of the Slovak Republic, Križkova 7, 811 04 Bratislava and the Ministry of Interior of the Slovak
Republic, the Slovak National Archives, Drotárska cesta 42, 840 05 Bratislava. It was established in 1966 as the only academic journal with the focus on archiving and auxiliary sciences of history in Slovakia. The journal is published biannually in June and December, in electronic and printed form.

Article II

Tasks, Focus and
Content

  1. Slovenská archivistika (hereinafter referred to as “the journal”) publishes articles from the field of archiving and auxiliary sciences of history. The main role of the journal is the development of the Slovak archival science, auxiliary sciences of history and related disciplines. The journal plays the function of a collective informator in academic and professional issues of the Slovak archiving. At the same time, it is a source of information for people using the archival heritage of the Slovak Republic.
  2. The journal content consists of the sections Studies and Articles, Materials, Discussion, Literature (with subsections Reviews and Reports and Bibliographical Survey of Foreign Archival Periodicals), Reports and Chronicle. The inclusion of all the listed sections in each issue, except for the Studies and Articles, is not mandatory.
  3. The content of the section Studies and Articles consists of original, unpublished texts, including a note-taking apparatus and a summary and abstract in foreign langauge. Their content concerns: a) archiving (i. e. archival theory, archival practice, archival technology, archival terminology, archival law, the history of archives and archival organisation, analyses of archival fonds and collections and their parts); b) assessment of the archival documents, pre-archival care and filing department administration; c) auxiliary sciences of history; d) history of administration; e) preservation of the archival documents.
  4. The content of the section Materials includes editions of hitherto nonpublished written sources with an introductory study, the edition itself with a note-taking apparatus and a foreign language abstract. Registers may also be a part of the paper. The scope corresponds to the usual range of the journal study.
  5. The content of the Discussion section consists of reports concerning the current events in the field of archiving or related fields or reactions to the already published studies and articles.
  6. The content of the Regulations section comprises the comments on legal or methodical regulations in the field of archiving or related disciplines.
  7. The content of the Literature section includes: a) the subsection Reviews and Reports made by the articles related to the individual titles (printed or e-published analytic and synthetic archival aids, monographs, source editions, almanacs, yearbooks, etc.) or exceptionally to the studies or chapters with a special importance for archiving or related disciplines; b) the subsection Bibliographical Survey of Foreign Archival Periodicals consisted of contributions bringing the bibliography of archival periodicals in a systematic form.
  8. The content of the section Reports consists of the reports about the activities and situation of domestic archives, studying and training in the field of archiving and related disciplines, documents concerning Slovakia in the foreign memory institutions, or about exceptional archival documents in the Slovak memory institutions.
  9. The content of the Chronicle includes articles on events (Slovak and foreign conferences and related events, seminars, meetings, etc.) and contributions on persons (anniversaries from the age of 65, obituaries, accolades, etc.).
  10. Other relevances will be regulated by separately issued Guidelines for Authors.

Article III

Editorial Staff

  1. The Editorial office of the journal consists of the Editor-in-chief, the Editorial staff and the Editorial board. The Editorial staff are the Managing Editor, the Editorial secretary, the Proofreading and Technical Editor.
  2. The Editor-in-chief is responsible for the professional level of the journal, he/she manages the work of the Editorial board, he/she is responsible for the journal content, preparation of the particular issues for publishing and printing, promotion and dealing of the journal, he/she provides exchanging and supplies domestic and foreign literature for reviews and reports and the bibliography of the foreign archival periodicals. He/she appoints and dismisses the members of the Editorial Staff and leads the meetings of the Editorial board. The Editor-in-chief is the current director of the Department of Archives and Registries of the Public Administration Section of the Ministry of Interior of the Slovak Republic. The Editor-in-chief may delegate some of his tasks to the Managing editor.
  3. The Managing editor, as the first lecturer, reads and reviews the manuscripts of all articles and gives instructions to the rest members of the Managing board, he/she regulates the contributions and together with the Editor-in-chief is responsible for the promotion of the journal and he/she performs additional tasks instructed by the Editor-in-chief.
  4. The Editorial secretary leads the agenda of the Editorial staff and Editorial board, he/she participates on the selection of contributions for the journal, manages the reviews and translations for foreign language summaries, organises consultations with authors and lecturers.
  5. Proofreading and Technical Editor’s tasks are linguistic and technical proofreading of articles, editing of fair copies for publication, compiling the text of the masthead and the content. The post of the Proofreading and Technical Editor may be provided by more people at once. 
  6. The Editorial board is an advisory body of the publisher for professional issues, assists on the selection of contributions and makes recommendations for improving material and content level of the journal. The Editorial board consists of 14 members, including the Editor-in chief, domestic and foreign experts from the archives, auxiliary historical sciences and related disciplines. The Editorial board meets at least four times a year. The membership is an honorary position and is irreplaceable. The head of the Editorial board is the Editor-in-chief, who may entrust the Managing editor with the leadership of the meetings. The Editorial board appoints reviewers for the offered journal studies and articles. The Editorial board may, on a peer review, disagree with the content or form of the article or part thereof. In case of a dissenting opinion among the members of the board, the head of the meeting may put the disputes to the vote. The Editorial Board guarantees compliance with generally applicable ethical principles and academical practices and strictly adheres the anonymity of the reviewers. The recommendations of the Editorial board are obligatory for the authors.
  7. The membership in the Editorial staff of the journal terminates by dismissal of the member, death or resignation of the member, in case of the Editor-in-chief, also by his/her termination of office of the director of the Archives and Filing Department Office of the Public Administration Section of the Ministry of Interior of the Slovak Republic.

Article IV

Authors’ Rights

  1. The authors of papers included in the sections Studies and Articles and Materials are entitled to fees according to a special regulation.
  2. The authors of papers included in the sections  Studies and Articles, Materials or Discussion are entitled to one copy of the issue of the journal in which their paper is published.

Article V

Review Procedure

  1. If the Managing editors of the journal decide on the possibility of publishing the study, they provide the text to the Editorial board and subsequently, based on its decision, to at least two appointed reviewers.
  2. The contributions for the Studies and Articles section go through an anonymous review process of at least two reviewers. The contributions to the other sections may be published without a review process, however, in controversial cases, the review procedure may also be proposed.
  3. Reviewers prepare written reviews to comment quality, originality and asset of a contribution and clearly state whether they recommend it for publishing, they recommend it for publishing only after minor modifications, they recommend it for publishing after major modifications, they recommend rewriting and re-reviewing its publication or they don’t recommend it for publishing. The peer reviews are exclusively provided to the Managing editors, members of Editorial board and authors.
  4. The peer review process is strictly double blind, ie. the authors don’t know the names of the reviewers and the reviewers don’t know the names of the authors.

Article VI

Final Provisions

  1. The amendments to this statute are discussed and approved by the Editorial board.
  2. By publishing the Statute of the journal Slovenská archivistika, all previous regulations concerning the publication of this journal are repealed and replaced.
  3. The statute of the journal Slovenská archivistika enters into force from 1 June 2021.
